"Traditionally, the cost object in health care has been either a service line (e.g. orthopaedics) or a clinical intervention (e.g. hip replacement). In the mid-2000s, the Department of Health recommended that in the future the patient should be the cost object, to enable a better analysis of cost drivers in health care, resulting in patient-level information and costing systems (PLICSs). Monitor (the economic regulator for health care) proposes that PLICS data will now form the basis for mandatory prices for health-care services across all care settings."

Promoting Better Integration of Health Information Systems Por WHO Regional Office for Europe "This report addresses the current trends in Member States of the European Union (‎EU)‎ and European Free Trade Association (‎EFTA)‎ in how to promote better integration of health information systems. To understand what better integration means from a pragmatic perspective, experts from 13 EU Member States were interviewed and the results combined with the findings from a literature search. This synthesis report identifies the following policy options for further consideration, namely the needs: (‎1)‎ to continue the work on some basics (‎such as data availability and quality, inventories of data and registries, standardization, legislation, physical infrastructure and workforce capacities)‎ and on more “concept-driven” indicator sets; (‎2)‎ to define what better integration means and to demonstrate concrete benefits of integration; (‎3)‎ to build leadership for capacity-building in further integration of health information systems; and (‎4)‎ to pursue further international exchange about activities under way in this area."

What Is the Evidence on Availability and Integration of Refugee and Migrant Health Data in Health Information Systems in the WHO European Region? Por WHO Regional Office for Europe "The recent rapid increases in population movements across borders highlight the importance of reliable data on refugee and migrant health for public health planning. This scoping report examined evidence on the availability and integration of refugee and migrant health data in health information systems in the WHO European Region. Refugee and migrant health data were available in 25 of the Region's 53 Member States, but differences existed in the availability, data types and main sources of data collection. Except for countries with population registers, the predominant data sources were medical records, disease-specific records and notification data. Data integration was often limited, and health monitoring surveys and data linkage approaches were underused. Policy considerations include harmonizing migrant definitions, promoting the coordination/governance of data collection, performance monitoring for health information systems, promoting cross-country exchange of experiences, exploiting data linkage, expanding existing health surveillance, reducing health-care barriers and strengthening general health information systems."
